Qatar Calls for Joint Charter on Digital Social Transformation

Director of the Planning, Quality, and Innovation Department at the Ministry of Social Development and Family (MSDF), Hamad Saud Al Henzab, participated in a session titled "Harnessing Artificial Intelligence for Social Impact: Towards a Collective Charter for Responsible Digital Transformation." The session was organized by the Executive Office in partnership with the Ministry of Community Development in the United Arab Emirates, as part of the proceedings of the Second World Summit for Social Development.

He began his speech by emphasizing that the discussion embodies the hope and ambition of employing AI to serve humanity and society, enhance digital inclusion, and bridge digital gaps between various groups.

He pointed out that the Gulf Cooperation Council (GCC) countries have achieved notable progress in developing national AI strategies, while Arab efforts are proceeding with ambitious steps through the implementation of the Arab Digital Agenda 2023–2033, which reflects a growing awareness of the importance of digital development in achieving social and economic goals.

He stressed the importance of enhancing member states' capabilities in open data, digital governance, and ethical AI, noting that the National AI Policy Adoption Index is a strategic tool for ensuring the responsible use of technology.

He also noted that the State of Qatar attaches great importance to the development and use of AI as a catalyst for national development, through projects and initiatives targeting the social welfare, education, health, and labor sectors, thereby enhancing the quality and sustainability of services.

He referred to the "Bo Hamad" project, launched by the Ministry of Social Development and Family in partnership with Mada Center, which is an AI-powered virtual character designed to translate Qatari Sign Language and enable the hearing-impaired to independently access digital services. This is in addition to the efforts of the Smart Government Program (GovAI) in utilizing AI within the government sector.

Concluding the session, he emphasized the importance of continuing cooperation with regional and international partners to achieve a comprehensive and fair digital transformation, build innovative societies, and participate in developing a joint charter for social digital transformation.
