MSDF Minister: Qatar Shifts Focus to Empowerment and Independent Living

Her Excellency Ms. Buthaina bint Ali Al Jabr Al Nuaimi, Minister of Social Development and Family, affirmed the State of Qatar’s commitment to advancing social empowerment pathways and shifting from welfare care to independence, thereby ensuring social justice and a dignified life for all segments of society.

This statement was delivered during Her Excellency's speech at the high-level side event titled "The Road to Inclusive Social Development: From Empowerment to Independent Living." The event was organized by the Ministry of Social Development in the sisterly Kingdom of Bahrain, in collaboration with the League of Arab States, on Thursday, November 6, 2025, as part of the activities of the Second World Summit for Social Development.

Her Excellency explained that achieving inclusive social development requires a strategic vision that integrates economic, cultural, and human dimensions. She confirmed that the State of Qatar has prioritized comprehensive empowerment as a means of advancing society and guaranteeing fair and active participation from all its groups, with a particular focus on empowering women, youth, persons with disabilities, and the elderly.

In her review of legislative developments in Qatar, Her Excellency highlighted a qualitative leap this year with the issuance of Law No. (22) of 2025 concerning the Rights of Persons with Disabilities. This law ensures their independence, guarantees opportunities for education, employment, healthcare, access to public services and technology, and prohibits discrimination based on disability.

She also touched upon Law No. (25) of 2025 amending the Civil Human Resources Law, which granted Qatari women distinct privileges that support work-life balance. These include the extension of maternity, nursing, accompaniment, study, and training leave, in addition to financial and social incentives that encourage family stability and active participation in national development.

Concluding her speech, Her Excellency expressed her gratitude to the sisterly Kingdom of Bahrain for organizing this important event in cooperation with the League of Arab States. She reaffirmed Qatar’s commitment to continuing joint regional and international efforts to develop innovative social policies that promote empowerment and support protection and independent living for all members of society.
